Facility Use Guidelines
Gary Lacey Training Center
The mission statement of the Lincoln/Lancaster County Child Advocacy Center, Inc. (Child Advocacy Center) clearly addresses the importance of education not only for staff but also for our multidisciplinary team and members of the community. To assist with that aim, the Child Advocacy Center has provided for the Gary Lacey Training Center that can be utilized not only by those directly associated with the Child Advocacy Center, but also by the community. Since space is limited, it is appropriate that reasonable limitations be developed to optimize the use of the Gary Lacey Training Center and to assure that the use is consistent with the mission of the Child Advocacy Center.
The Gary Lacey Training Center is first and primarily available for use by the Child Advocacy Center, partner agencies and other associates for related business purposes. The Gary Lacey Training Center may also be used for meetings that have a human service, child focused orientation when sponsored by community organizations that are not-for-profit, non-promotional and of a charitable or educational nature. Requests to use the Gary Lacey Training Center from organizations or agencies not meeting the above criteria will generally not be approved except in special limited circumstances.
Use of the Gary Lacey Training Center by non-employees or partner agencies requires the expressed consent of the Executive Director and may be subject to a usage fee. The use of any other services such as multi-media equipment, computers, production or support, printing or food and beverages will be paid for by that entity unless otherwise approved in advance by the Executive Director.
The Child Advocacy Center (CAC) is a non-profit organization. In accordance, the following considerations stand with respect to all activities:
- All activities must be nonprofit, nonpolitical and non-promotional in nature.
- Admission must be of low or no cost to participants.
The Child Advocacy Center, at any time, in its sole discretion, may decline to offer or continue to offer to provide training room space to any individual or organization.
For purposes of clarification within this policy, the following terms are defined as:
Master Scheduler: The CAC employee who oversees the coordination of the centralized scheduling process, i.e. the staff or administrative assistant.
Responsible Person: The representative of the organization who is responsible for the function. This person will be present or will designate someone to be present at the function who is familiar with all arrangements made for the function and will act as a liaison with the contact person.
Partner Agencies: Partner agencies are Nebraska Department of Health and Human Services, Lancaster County Sheriff, Lancaster County Attorney, Lincoln Police Department, Nebraska State Patrol, UNL-Project SAFE and the Nebraska Alliance of Child Advocacy Centers.
Related Business Purpose: Any purpose primarily related to the operation of the Child Advocacy Center.
The Gary Lacey Training Center will generally be scheduled on a first-come, first-served basis by contacting the Master Scheduler. CAC related functions can be scheduled up to two years in advance. Non-CAC related functions can be scheduled three months in advance.
Requests for use of the Gary Lacey Training Center received simultaneously or that request the use of the room when it has previously been scheduled will be managed in a manner reflecting the most appropriate use of the facility. Priority uses include:
- CAC meetings and educational programs.
- Meetings or educational programs sponsored by a partner agency.
- Board of Director and fundraising activities.
- Meetings or educational programs sponsored by an organization providing operational funding to the Child Advocacy Center.
- Civic or community events that are consistent with the mission of the Child Advocacy Center require specific approval and usage fees apply.
- All other requests require specific approval and usage fees apply.
The Master Scheduler will facilitate the arrangement for specific needs related to audiovisual and computer equipment.
The room is set up in classroom style. Individual or groups desiring an alternative room arrangement will need to allot time to move tables and chairs at the beginning of their room use time and return table and chairs to their default arrangement at the end of their meeting. If they are unable to do so, a setup/takedown fee of $20 will be charged.
All scheduled uses of the Gary Lacey Training Center may be subject to change or reassignment. Advance notice regarding any changes will be provided as soon as possible and careful consideration will be given to any changes that might unnecessarily disrupt the event or meeting.
Use of the Kitchen
The Git-R-Done Cafe is adjacent to the Gary Lacey Training Center and available for use in connection to scheduled events. External users are to arrange and purchase all food and beverage on their own or through an outside caterer. The Git-R-Done Cafe includes two full-sized refrigerators, an electric range and oven, two dishwashers and basic kitchen utensils and equipment.
Any arrangements for alcoholic beverages must be made through the Executive Director and is limited to a Child Advocacy Center sponsored special event. Alcohol service is restricted to specific areas within the building and may not be taken outside the building. All sponsored special events are private, invitation only, and the event sponsor pays for alcohol consumed by guests. No alcohol will be sold at any sponsored special event. Food service is required for all events where alcohol is served and non-alcoholic beverages must also be provided. The event sponsor is responsible for restricting minors from alcohol consumption. All guests are required to have valid identification at events where alcohol is served. No alcohol will be consumed at any sponsored special event during normal working hours for the Child Advocacy Center, i.e. Monday-Friday 8:00 a.m. to 5:00 p.m.
A television monitor, computer and sound system are available for use at the Gary Lacey Training Center.
Clean-Up, Maintenance and Damage
It is the responsibility of the event sponsor to coordinate delivery and removal of all supplies, food, beverages and decor. Everything must be removed from the facility by 10:00 a.m. the following day. Unclaimed items may be discarded.
At the conclusion of the event, a final walk-through with Center staff is mandatory at the conclusion of the event. If clean-up of any areas is found to be unsatisfactory, the problem must immediately be resolved to the satisfaction of Center staff. All trash must be properly disposed of. The event sponsor is responsible for the removal of all debris and for repair of any damage that might occur to the facility or its contents. If special maintenance services are needed to return the premises to its prior condition the cost of such services will be billed to the event sponsor.
The event sponsor is liable for any loss, theft, or damage to equipment, furnishings or the building as a result of the scheduled event. In case of such loss, theft or damage, the cost of replacement of an item will be charged to the event sponsor.
The Center is not responsible for damage to, or loss of, furnishings, equipment, or personal articles left in the building prior to, during, or following a scheduled event. The Center cannot provide storage for any items such as gifts, purses or briefcases other than the area designated for coats.
Candles and Open Flames
No candles or open flames are allowed without prior approval.
Decor and Displays
All decor, displays and signage must be free-standing and must be limited to the designated event space. Nails, tacks, staples, and tape may not be used on walls, windows or floors. Small decor items such as silly-string, soap bubbles, glitter, confetti, rice, and so on are not allowed.
No animals are allowed inside the facility except for those assisting disabled individuals. No bicycles, skateboards, or roller blades are allowed inside the facility. No items may be sold at events without prior approval.
Fundraising or solicitation of funds is prohibited with the exception of organizations that agree to donate the proceeds from the event to the Child Advocacy Center.
The event sponsor may not discriminate against or segregate attendees because of race, religion, color, sex, age, national origin, disability, marital status or sexual orientation. Failure to comply with this policy constitutes grounds for cancellation of the event and forfeiture of any fee remitted.
The Child Advocacy Center is a smoke-free facility. No tobacco products can be used within the Center.
No reservation is considered guaranteed until a 50% non-refundable deposit of the facility use fee is received by the Child Advocacy Center. If the deposit is not received by the due date, the reservation will be cancelled.
Billing and Payment
The full amount of the deposit will be credited to the balance due at the end of the function. Invoices for any outstanding rental fees and direct charges are prepared by the Child Advocacy Center and sent within 30 days after the event. The invoice will include any unanticipated fees for clean-up or damages. The balance is due upon receipt. Invoices not paid within 30 days will be assessed a $10 late charge for every 30 days the bill remains unpaid.
